Okay, fine... Test head-and-neck, almost a bust. 8D Except it's just his freakishly long neck instead of a chest. Yush, Rook fails at techos. -w-;

Dr. Licorice is an undertaker-surgeon who specializes in performing dissections and autopsies... on creatures who aren't in the least bit dead. When he can't find a subject close enough to experiment on, he uses himself, hence all the scars. Whether or not the doctor's mask and neck brace are a result of injury of just for looks is still being determined.
...Yeah. Dark blue, yellow and a hint of orange~ The Doc was really hard to design, actually. DX I have tons of sketches of him on paper, but...it was hard and weird. =/ I like what I finally settled on, and I think, and his eyes came out rather nice. owo ...YeahrightRookfails. -w-;
Sorry for the giant watermark thing- I guess I had the screen at an angle, 'cause it didn't look so big a minute ago. ooo;

Took me a long time to figure that blue part was his skin and not a ninja mask. And why licorice? I hate licorice. I prefer sour gummies.
I don't know what effects you used here but it... smooths, for lack of a better word, everything out and makes it look really nice. I used to have a whole buncha little neoepts with different designs and stuff. It almost makes me want to draw them even though I've left neo behind.
